David Coburn served in the Florida legislative process for 34 years. He was most recently Staff Director of the Florida Senate Committee on Ways and Means. He served as Chief of Staff of the House of Representatives under two different Speakers, and as Chief of Staff of the Senate under Senate President Ken Pruitt. He also served as the Director of Planning and Budgeting under Governor Lawton Chiles from 1992-94.

David began his career in 1977 in the House of Representatives as an analyst. During his career in the House he served as an analyst and as Staff Director in the Appropriations Committee, as well as Staff Director of the Majority Office and Staff Director of the Committee on Rules and Calendar. He served as Chief of Staff of the House of Representatives on two different occasions, first with Speaker Jon Mills, and later with Speaker T.K. Wetherell.

David became Staff Director of the Senate Appropriations Committee in 2002. In addition to serving as Senate Chief of Staff for two years, he also served as Staff Director of the Senate Committee on Rules.

David holds a B.S., an M.S.P. in Urban and Regional Planning, and a J.D. from Florida State University.
